Luigi's Mansion Help!?

I am trying to find Mario's missing items, and to find the shoe i believe you are to go to the observatory. I cannot find it anywhere! Is it in a locked room or what? If so, how do you unlock it? And how can i find the star and other Mario items? I am very stumped! please help, extreme detail please, im not the best gamer :P
