The Navy or Air Force?

I really want to join the navy but as I was doing some reaserch there seem to be nothing near anything that obtains to an english degree or non tech degrees in the feild unless its in communication or humanitarians (which I wouldn't mind doing.) The air force seem to provide a lot more options for that I want to go in but my heart is set towards the navy. I also want to do foreign languages which I have to do well on the Asvab and the Dlab test to study in Monterary. I love to get an English and foreign language degree but it seems that they don't give out the Nrotc scolarships out to any person who majors are non - tech is there anyway I can get the navy to pay for my college without the schalorship?
