it is irresponsible and while she can not accept a gift from a subordinate she can also not ask for a ride from one. Both are against regulation. The only thing you can do is go through your chain of command. It seems like a move but thats what needs to happen. what she is doing can be considered insubordination. report it and get it off of your shoulders.
